The wave of losses begins to shake life stability, but has not yet destroyed the entire foundation. This usually includes:

• Moderately damaged house (structure not collapsed but unfit for living).
• Damage to productive assets: MSME equipment, kiosks, small livestock, light transportation tools.
• Significant damage to agricultural/fishery land.
• Loss of daily/weekly income in the medium term.

This is a critical category—damage strikes at the center of life. This usually includes:

• Heavily damaged or completely collapsed house.
• Loss of primary productive assets (small shops, workshops, large business equipment, large livestock).
• Total damage to rice fields/gardens/ponds that serve as the main source of livelihood.
• Victims with severe injuries, disabilities, or death in the family.
• Loss of identity, important documents, savings, and food reserves.
